Septemeber 11, 2009 - The School Board of Broward County, Florida, is making continuous progress to place many of its 394 recently laid-off teachers back to work. The chart below reflects the status: NOTE: To date, one hundred ninety seven (197) new teachers have been hired where teachers on the layoff list did not have the appropriate certifications, such as math, science, reading, and exceptional student education.

The recall process begins with the teacher being sent a letter via certified mail informing them of their updated job status.  Teachers have 72 hours from receipt of the certified letter to respond to the District’s Instructional Staffing department in writing, either accepting or declining their new position. This notice process meets the requirement in the Broward Teachers Union (BTU) contract. In an additional effort by the District to contact recalled teachers, a scanned copy of the letter is also sent for response via the CAB (Communicating Across Broward), the District E-mail network.

The District held a Back-to-School job fair on August 19, 2009 and hired 97 teachers in the critical subject areas of English, Math, Science and ESE (Exceptional Student Education). The District continues to have Reading positions available; these positions require a Reading Endorsement. Candidates interested and qualified for a Reading position are encouraged to access and apply for the jobs on the District’s Web site at

The District is making every effort, as vacant positions are declared, to get teachers back in the classrooms.

This week, the District hired four Instructional Facilitators. The District will review whether to continue advertising for the remaining nine positions that were not filled. The Instructional Facilitator positions are in the critical subject areas of Algebra, Biology, Chemistry and Geometry.

On Monday, August 10, the District’s Instructional Staffing Department hosted a Critical Shortage Subject Area Job Fair at Nova High School and filled 63 of 115 available teaching positions.

The District is actively seeking to hire teachers for the remaining 52 positions in the critical areas of math, reading, science and ESE (Exceptional Student Education). There were no teachers on the recall list that met the qualifications for these 115 available teaching positions. Interested and qualified applicants are encouraged to apply directly to the schools with posted vacancies. Available teaching jobs may be accessed on the District’s Web site at

This week, candidates will be interviewed for the re-advertised 15 Instructional Facilitator positions that were not filled from the initial pool of applicants for the initial 54 advertised Instructional Facilitator positions. The Instructional Facilitator advertisements are in the critical subject areas of Algebra (four openings), Biology (two openings), Chemistry (four openings) and Geometry (five openings).

On Monday, August 10, the District’s Instructional Staffing Department will host a Critical Shortage Subject Area Job Fair at Nova High School (3600 College Avenue, Davie), from 8:30 a.m.-12:30 p.m. The District has approximately 89 vacancies in the subject areas of math, reading, science and ESE (Exceptional Student Education), positions for which no layoff teachers meet the job criteria. Applicants must register online for the Critical Shortage Subject Area Job Fair at (www.browardschools.com/teacher). Registration closes at 5 p.m. on Tuesday, August 4.

Beginning next week, the District will recall teachers to an additional 123 vacancies that were created by teachers that did not renew their teaching certification. Teachers on the recall list will be noticed, based on the match of their certification(s) to the vacancy. If we reach a time where we have exhausted the ability to match a teacher’s certification with a vacancy, we will work with the Broward Teachers Union to resolve these unique situations.

The recall process begins with the teacher being sent a letter via certified mail informing them of their updated job status. Teachers have 72 hours from receipt of the certified letter to respond to the District’s Instructional Staffing department in writing, either accepting or declining their new position. This notice process meets the requirement in the Broward Teachers Union (BTU) contract. Teachers on the recall list are noticed, based on the match of their certification(s), to the vacancy. The District will begin advertising vacancies in those subject areas for which there are no teachers on layoff who could fill those positions.

June 15, 2009 - Due to the reduction in funding, it is necessary to reduce the workforce and enact Article 26 of the BTU Contract that contains the provisions for the reduction in personnel, layoff and recall rights.  Numerous alternatives were considered by the District prior to implementing a teacher reduction. They include, but are not limited to: Attrition without Replacement (controlled hiring and hiring freeze), Elimination of 59 Positions in the 2009-2010 Organizational Chart, Retirement Assistance Program for Teachers, Four Day Work Week, Reductions in Overtime, Percentage cut to Departments and Schools, Realignment of Area Offices, Elimination of the DROP extensions, Energy Efficiency Initiatives and others. 

The teacher reductions are being implemented in four stages:  Planning, Placement, Notification and Recall.  Last week the District worked with the BTU to enact the provisions of Article 26 and took the more seniored teachers on the layoff list and placed them into positions held by less seniored bargaining unit members.  This was done on the basis of seniority and certification.  The District and the BTU did take into consideration the desires of the surplused teachers based on the schools they listed on their transfer forms.  If no selections had been made, the placement was based on the geographical location of the teacher’s home.

Notification to teachers affected, both those who were surplused and those who will be without a position, will be made this week by certified mail.  Principals will also receive notification and have been asked to contact staff.  It is anticipated that the letters will be received early this week.

Teachers will be on the recall list with recall rights for twelve (12) months from the date of layoff or until the teacher refuses a recall opportunity, fails to respond to a recall letter, submits a resignation, or accepts employment in another school district, whichever is less for one year or unless a position is refused.  Upon vacancies being posted, the teacher with the highest seniority date will be noticed of the recall via certified mail and placed in the vacancy where there is a certification match. This teacher is required to accept or refuse the position within 72 hours of receipt of notice.  A failure to respond or a refusal releases the District of any responsibility for employing the teacher.

It is the District’s sincere desire to have as many teacher and non-instructional staff recalled as possible before the start of school.  We will continue to update you via the District website as more information develops.
